[ibm vme][kernel] method ClassLoader.getResource(null) returns null on IBM VME while RI throws NPE

This issue is a copy of HARMONY-877 for IBM VME since it is already fixed for DRL VM.

The Harmony methods ClassLoader.getResource(null) and ClassLoader.getResourceAsStream(null) returns null while RI throws NPE.
