[ANNOUNCE] release of Apache VCL 2.2.1

VCL Community,

Apache VCL 2.2.1 is now available for download.  Information about the release
can be found here:

https://cwiki.apache.org/confluence/display/VCL/VCL+2.2.1

Please make sure to download the .bz2 file from a mirror but to download GPG
signatures and sums from the actual ASF site.  The download links on the above
page should point you in the right direction.  It can take up to 24 hours for 
the release to make it to all of the mirrors from when it was copied in to 
place (that leaves around 18 hours left).  So, if any of the mirrors do not 
work for you, keep trying until you find one that has it.  Normally, I would 
wait until after that 24 hour period before sending this announcement, but I 
wanted people to have a chance to work with it this weekend if you so desired.

Installation and upgrade instructions are included as text files in the
release, and web versions of them are linked to off of the above page.
