    Description: 
the version of  records.config increases unexpectly when:
 1. trafficserver startup
 2. change a config parameter using "traffic_line -s name -v value" in cluster
 3. use traffic_line -x to reload modified records.config in cluster

when the version of config file increases, the traffic manager will broadcast it to other machines in the cluster. then the traffic manager will fetch and update the config from the machine whose version is larger.
