[Discuss] Questions about Broker Interceptor Initialization

Hi all,


I have encountered some issues when using the broker interceptor. When initializing the broker interceptor, I want to create a namespace and topic, but it was prompted that the broker service has not been initialized yet. Therefore, I submitted this PR(https://github.com/apache/pulsar/pull/20341) in the hope of fixing this issue.


From then comments, it seems that there are some issues&nbsp;&nbsp;with&nbsp;interceptor.initialize. I want to know the details of the issue, and how can I use&nbsp;broker interceptor correctly？
