[VOTE] Pulsar Client C++ Release 3.2.0 Candidate 3

This is the third release candidate for Apache Pulsar Client C++, version 3.2.0.

It fixes the following issues:

Note that we are voting upon the source (tag), binaries are provided for
convenience.

Hi Mattison,

It's not a blocker. It's just because the version of the GTest
dependency you installed is too high. We can support configuring the
C++ standard with a higher version (e.g. 14, 17) in future.
