[MERLIN] rolling up to Maven beta-9

Hi everyone:

Back on the 8-APR-2003 the beta-9 release of Maven was published.  
Beta-9 introduced a a couple of changes that were incompatible with the 
project definitions used in beta-8.  Earlier today I updated to Beta-9 
and updated the Merlin projects files.  These changes are not compatible 
with beta-8 - as such, anyone building Merlin will need to upgrade.

I will be committing the updated Merlin project.xml and maven.xml files 
shortly.
