[RESULT][VOTE] Release of Apache Phoenix 4.8.2 RC2

The vote passed with 3 +1's, no 0 or -1. We will release 4.8.2RC2 as Phoenix 4.8.2

Ran integration tests. Ran some manual tests for indexes and transactions.
