reg:java.net.connectionException

hi
   i am trying to access third party servlet classes 
my configuration is correct, i can execute all the
servlets but when i access there is one
"servletEngine.class" which gives me an error

java.net.connectionException:Connection refused:no
further information 

i gave all permissions in the java.policy file in the
d:\jdk1.2.2\jre\lib\security\java.policy and also in
c:\program files\javasoft\jre\lib\security\java.policy

any comments
