The {{OperatorSubtaskState}} only make keyed state to register with {{SharedStateRegistry}}. However, the file-merging directories's handle are wrapped in {{FileMergingOperatorStreamStateHandle}}, which is an {{OperatorStreamStateHandle}}. That means the {{#registerSharedStates}} is never called, so the registry will never delete the directories.
