[Bug 59232] Make the context name of an app available via JNDI

I'd be happy to commit a patch along these lines with a few changes.

Rather than a logback specific solution, I'd prefer to see a more general
solution along the following lines:
- new StandardContext options "addNameToJndi"
- locate it at java:comp/env/contextName
