[VOTE] 7.0 rc4

It looked like RC3 would be the last before a stable release, we were
looking so good, but a couple of deal-breakers[1] cropped up recently.
I propose the following artifacts for release as 0.7.0-rc4.

0.7.0-rc4 artifacts: http://people.apache.org/~eevans

You'll notice that these artifacts where cut from a new branch
(cassandra-0.7.0) which has just a handful of cherry-picked changes from
the main 0.7 branch.  The idea is to avoid anything unnecessarily
destabilizing that might further delay the final. 

Considering the minimal number of changes (and that this is candidate,
not the final), I suggest we reduce the voting period to 24 hours here.
If that makes anyone uncomfortable, let me know.
