Two more issues:

# There should be a step mentioning how to publish release document, and link to docs/README.md (as stated in SAMZA-714)
# There should be instruction to publish the source tar ball, MD5 and asc files to Apache SVN repo https://dist.apache.org/repos/dist/ to update the download link
