test(alert): pin the rule delete contract

pin the rule delete contract had no test.

- the rule id is **required** - a delete that names no rule must fail validation instead of silently deleting nothing.
- New tests on unmodified code: **2/2 green**, checkstyle clean.
- Discriminating mutations: the required constraint inverted (red).
Restored: green.
