I think this patch should not be applied. 
As application developer/integrator it will be much better for me if the application fails during start with exception explaining the problem instead of logging a warning and continue with using a store which I may don't want to use for some reasons. If I really don't mind it to fallback then it is easy enough for me to use the approach in the patch in my application.
