[VOTE] approve a milestone release of ActiveMQ?
On the developer list the committers voted to create a milestone
release of ActiveMQ...

Please note that we have recently discussed that all ASF packaged java
archives ought to have /META-INF/license.txt in them, and that Incubator
projects should put the disclaimer in there, too.
Should be nothing more than a simple change to an ant or maven script.

When in the incubator we published released/approved Derby jars to the
repo for unreleased artifacts on cvs.apache.org under the group
"incubator-derby".
http://cvs.apache.org/repository/incubator-derby/
Users had to add that to their build setup if they wanted Maven to
pick them up. We didn't publish anything to the main Apache repo (the
one synced to ibiblio) until after graduation.

Correct. It was determined that the best thing to do was to publish
to the repository at cvs.apache.org, with a package name that
included 'incubator':
http://cvs.apache.org/repository/incubator-derby/
That way, users would have to reconfigure if they wanted to use
incubator artifacts, as Noel mentioned in his mail.

previous resolution of the issue, which we should put into the docs.

one of the public Maven repositories, and that was to be a separate
repository for use with the Incubator, so that users would be required to
knowingly configure that repository in order to use Incubation artifacts.
Hopefully Brett Porter, or perhaps someone from Derby-land, will recall the
discussion and resolution.

jars are widely distributed these days (through the maven repository and
elsewhere) so IMHO this is a wider issue than just activeMQ.
the NOTICE file should be included in the jar (as well as the LICENSE).
perhaps it would be a good idea for all incubator releases to include a few
words in the NOTICE file indicating that it's an incubator release. for
example:
"This product includes software developed by
The Apache Software Foundation (http://www.apache.org/).
This product includes software released during incubation
at The Apache Software Foundation."
in addition, perhaps the MANIFEST could indicate that this is an incubator
release. for example:
Implementation-Vendor: Incubator@Apache Software Foundation
(rather than Implementation-Vendor: Apache Software Foundation as is
standard)
i'd probably also favour indicating the status in the name of the jar so
incubator-xxx-1.0.jar rather than apache-xxx-1.0.jar.

Derby had a README file in all of its jars with the incubator disclaimer
text.

This is exactly what Geronimo and Derby did. There are several
projects that rely on ActiveMQ and most of these use Maven. It would
be very painful to these projects to not have the jars available.
One other point, any current user of ActiveMQ will have to modify
their Maven project descriptor to change the groupId of activemq to
incubator-activemq, which should be an clear sign that project is
incubating.

IP clearance is one of the major activities that we need to address in the
Incubator, and since IANAL, I err on the side of conservatism unless
informed otherwise. At the moment we are told that any substantial,
externally developed, codebase requires a Software Grant. The Software
Grant is the paperwork I was looking for, which provides that license to the
ASF. If the VP of Legal Affairs, or one of our lawyers, wants to say that
all of your code was properly assigned to the ASF by other means, I'm sure
that we'd accept a record of that determination.
Also, apparently, there may be committers to that codebase who have no CLA
on file.

It is obscure on that page. Under Minimum Exit Requirements - Legal is a
line item saying that the license grant must be complete (there is a typo on
that page).

Well, this is a bit of an issue. Why are the plain jars available? To
allow automated downloads by Maven? I have an issue with that, since it
could allow people to use the code without knowing that it is in the
Incubator, but more to the point, we've had that discussion, and I don't
recall the resolution.

That is the official record for many of the things that you're recording on
the wiki. There is nothing in the ASF that accepts a wiki as an official
document. Source control systems only. So periodically make sure that
you've updated that status file -- at a minimum quarterly, when you want a
release, or some other official action.

I thought that software grants were only for contributions to
existing projects from commercial organisations? If we've done the
paperwork & the code is all licensed to Apache (and has always been
ASF 2.0 licensed) do we still need to do a Software Grant? I see no
mention of Software Grant on the incubation policy...
