load/use a xml-file within a webservice method

Hello,

i want to load/use a xml-file within my webservice method (Axis2). How can I
access the xml-file?
The xml-file is in my xy.aar which looks like this:

-de
-lib
-META-INF
-resources
   -> file.xml

Is it allowed to create such a "resources"-directory in the xy.aar?
