Bazel Upgrade!

Hi All,

The Apache Heron code base has been updated to be built with Bazel version
0.23.1.  Please update your development environments accordingly as the
0.14.x version will not work anymore.

This was not a trivial task and was completed by Rohan Agarwal and Saikat
Kanjilal.  Thank you both for the hard work!
