If configuration object is missing in env to startup server a default StartupConfiguration can be presumed.

While at ApacheCon a fellow in my Embedding ApacheDS class had a great
suggestion.  He recommended defaulting to a StartupConfiguration when no
configuration object is present in the environment.  If it's not a first
start then the existing default DirectoryService can be used.  WDYT?
