It would be useful to include PMD in the pluginManagement section.
This would allow ad-hoc use of the "mvn pmd:pmd" command.
As a further extension, it would be useful to allow the use of a custom PMD ruleset.
This cannot be done as a command-line override (because the property value is a list), but it's possible to add a profile which gets round this restriction.
Suggested patch to follow.
