Page Manager optionally should throw exceptions when resource not found or resource access denied.
Currently it tries very hard to find the best page under the circumstances.
We have since had use cases where for both "resource not found" and "access denied" handling.
This behavior should be optional and configurable.

This issue has been partly resolved by adding a flag that disables the root folder/page fallback.
Unfortunately, the portal-site component is not differentiating between the the "resource not found" and "access denied" errors. This is primarily due to the use of the internal session site view that had previously filtered out any pages and folder that the user cannot access. Consequently, all access errors are showing up as "not found" exceptions.
More logic will need to be added to determine the actual cause behind the "not found" exceptions.
