   @michaelmarth re. " b) maybe even the capability to dynamically expand those clusters if needed." this is already supported in that if new "invoker" clusters are brought online, they self-register with the load balancer which then can use those resources in the scheduling. Did you mean for the loadbalancer to initiate a request for new capacity? So we don't hijack this pr with this discussion do you want to open a separate issue to discuss this?
