Excalibur becomes Top-level project.

Everyone,

For those who doesn't subscribe to committers@apache.org or 
infrastructure@apache.org, I would like to inform that the ASF Board approved 
the motion to create  Apache Excalibur top-level project, and Leo Simons has 
been appointed as its Chair.

To Avalon that means we hand-over the "avalon-excalibur" repository, which 
includes;

  *  Excalibur Component Manager
  *  Excalibur system components, such as thread, logger, pool et el.
  *  Fortress
  *  Site documentation for these pieces.

If Excalibur TLP also wants to resume control of "avalon-phoenix", they are 
welcome to do so.

Perhaps something from the avalon-sandbox will be transferred.


My Question to Excalibur TLP is basically;
Is there anything that Excalibur TLP wants the Avalon TLP to do prior to the 
transfer, in respect to these codebases?
