svn user access rights

Hi, 

I have a group of developers that I have to create accounts for, 
but I want them to only be able to check out the repository and not 
be able to do any check ins. basically read only. 

Is this possible onece I create the username and password for each developer? Is this the file that can be edted for this 
/etc/opt/CollabNet_Subversion/svn_access_file

There are basically three different access methods for repositories. How and 
what you can configure depends on that, please read the book that is linked 
to from the homepage.
