   Had a call w/ @ddanielr  to discuss #3551 and we discovered this functionality was now missing.  We were thinking maybe each compactor should now emit metrics about how many compactions its running for the group its in.  Each compactor would emit a 1 or 0 for this metrics and those could be aggregated in the query system.
