[drlvm][jit] server_static.emconf

JIT guys,

why do we put different opt passes in sterver_static:SS_OPT and
server.emconf:SD2_OPT?

I thought basic the idea of server_static.emconf is to be exactly same
optpasses as server.emconf, just without profile info. For testing/debugging.

Is there any intention against converging them back?
