FWIW, I am working with a patch which covers this issue as well. Hopefully I
can get it committed soon-ish.
I've rearranged the network_io/win32 apr_socket_connect() to closely match the
network_io/unix version, and in the process picked up a couple of lines of code
to handle EISCONN and a getpeername() optimization.
