[I] OSM pbf reader needs to support normal Nodes [sedona]

According to the documentation, the OSM pbf reader only supports DenseNodes: https://sedona.apache.org/latest/tutorial/sql/#load-osm-pbf
This issue is about adding normal nodes (cf. https://wiki.openstreetmap.org/wiki/PBF_Format).
Otherwise the reader may read nodes and most of them will appear to not have tags, which are often needed for many applications using Sedona.

@jornfranke We don't have the node parser at the moment. I plan to extend the Pbf reader soon to include missing features and transformation queries. The node parser will be ready for review next week. Can you provide an example file with nodes so I can include it in tests to ensure it works for you?

@jornfranke @jiayuasu There was also a bug in tag parsing for dense nodes. I fixed it in this MR: https://github.com/apache/sedona/pull/1920. I also added the normal node parsing for OSM. Today, I'll update the document, and I think it's ready to review/merge.
