The Apache parent POM configures:
http://repository.apache.org/snapshots

By default, this should be either:
https://repository.apache.org/snapshots (note the HTTPS in the URI scheme)
OR
$\{distMgmtSnapshotsUrl\}
OR
some other property so it can be overridden (but whose value is still HTTPS)
