james.sar -- doesn't seem to fully expand?

Might be my imagination, but installation doesn't seem to be exactly the same as before...
Where does james get its config info if the entire config directory isn't created when it is deployed?
What directory should the config.xml file go into?

These are Phoenix changes for v4.  The configuration stuff mostly goes into
SAR-INF/.
