[DISCUSS] Plan for Release 3.3.11/3.4.7

It's been about 4 months since the re-release that forced 3.4.6. We have a
fair number of improvements and fixes built up at this point so it seems
like its time for a release. How about we target 5/22 for start of code
freeze and with target for release announcement for second week in June.

Assuming there are no objections in the next 72 hours, I'll assume lazy
consensus and proceed with that plan. Thanks!
