Enables 2 step preparation for PR for updating the docs for an official ASF release of Druid
To release a new version the steps after this PR will be:
* update `_config.yaml` to contain new version
* `npm run build-release -- 0.16.0-incubating` or whatever
The second command will clone druid into `./_staging/`, checkout tag `druid-0.16.0-incubating`, run a script in the Druid repo to build the docs and copy them to `docs/0.16.0-incubating` and `docs/latest`, and then run the normal `npm run build` to copy the compiled website to `../incubator-druid-website`, and stages all changes to git for both repositories.
