expires header merging

Should we add the same hack for merging Cookie headers to Expires?

Apache is happy to merge these and I don't think the results are
too reliable.

Maybe we should drop merging altogether since un-merged is legal
and merged isn't universally supported on the client side.

Expires headers can have "," in them which doesn't help in this situation.

thoughts?
