migrate integration tests belonging to non-core plugins

some of the integration tests depend on plugins not part of the core (eg war, ear, verifier). Make these tests be integration tests on those plugins themselves when the lifecycle supports it. After this, the integration tests should all relate to the core plugins, so the second step in the bootstrap that rebuilds all plugins with m2 should be removed.
