"mvn test" enabled for Ambari Web

You can now run "mvn test" in the "ambari-web" directory to run Ambari
Web unit tests.
With this change, builds.apache.org Jenkins jobs run ambari-web unit
tests automatically so that the test-patch / commit job results will
include ambari-web UT success/fail report.
