  Added:       java/src/org/apache/soap/encoding/soapenc MapSerializer.java
  Log:
  MapSerializer serialiizes/deserializes java Hashtables using an encoding which looks like:
  <elementName>
   <item>
    <key xsi:type="xsd:string">Key1</key>
    <value xsi:type="xsd:int">5</value>
   </item>
