I've problem if I set more than one validation.xml file in the struts config, 
the application doesn't start. Something like this doesn't work:

<plug-in className="org.apache.struts.validator.ValidatorPlugIn">
      <set-property property="pathnames" value="/WEB-INF/struts/validator-
rules.xml,/WEB-INF/validation1.xml,/WEB-INF/validation2.xml"/>
</plug-in>
