Where is the public CVSROOT for slide and when is it planned to be
available?

It will be the same CVS root as the other Jakarta projects
:pserver:anoncvs@jakarta.apache.org:/home/cvspublic
Module name : jakarta-slide

When ? I don't know, but there will be an announcement when it's available.
