[RESULT] [VOTE] Graduate Apache MXNet to a TLP

Hi Apache Incubator Community,

The IPMC vote for graduating Apache MXNet (incubating) as a Top Level
Project (TLP) has passed. There are 17 (4 binding) +1 votes and no 0 or -1
votes. The results are:

Since this IPMC vote has passed, we will now submit the graduation proposal
to the ASF Board.
