   ### What needs to happen?
   
   Python blobstorageio module has a poor test coverage (comparing to gcsio, s3io) and allowed some untested bug added to the codebase (e.g. #24440). We can refer to gcsio_test or s3io_test adding the same tests to blobstorageio module.
