   ### Describe the bug
   A user had feedback:
   
   > A second suggestion, please improve the Exception message. I was confused by the message “NoSuchElementException: No sharding key found within the provided path. Path: /<redacted>/IDEALSTATES/<redacted>” , until one of our dev pointed out it could be due to non existent cluster. I would suggest change the message to be more clear, say “no cluster <redacted> exists in the system”. That would give more information.

   ### Expected behavior
   Helix API should catch these NoSuchElementException's and throw a different exception with a better error message.
