The Apache Maven team has decided to retire the maven-eclipse-plugin, so this issue won't be fixed.

The plugin could very easily write this file out to save a developer from having to check-in what should be a generated resource. Right now, this is the only resource (that I can tell) that the plugin doesn't generate but really could if it wanted to.
