Downloads links not using mirrors.
Hi everyone,
I just noticed that the download links don't use the mirrors.
http://jakarta.apache.org/commons/releases/mirror.html is a good starting point to see how to setup
mirroring (as noted this may be obsolete).

i added some more up to date material (based on that document) into the

I setup the mirror CGI and pages for the 4.0 release that just went out.
