    Description: 
HDFS Erasure coding can be invoked
1. at feed level as a lifecycle stage .. similar to feed replication
2. at arbitrary hdfs directory level .. similar to hdfs directory replication

This JIRA will track advantages and trade offs between the two as we go along.
        Summary: Support HDFS erasure coding (EC)  (was: Support HDFS erasure coding (EC) as a data lifecycle phase  )
