This sounds like a proxy does not allow direct access to this...
So you need to fix that in your company and most important if you have
Maven build you should have a repository manager in your company to
proxy Maven Central access (plus other pro's)...

Or did you get a failure warning from your organization ?
Furthermore you can check things like this:
http://repo.maven.apache.org/maven2/org/apache/maven/plugins/
What do you see ?
Apart from that the question is why do you need access this directory.
Are you not running a repository manager ?
Or do you like to search for artifacts?
What about: http://search.maven.org/
