Maven dependency cache hit or miss in GitHub Actions workflow is based on the hash of all POM files.  If any POM is changed, all dependencies need to be downloaded from scratch.  Providing {{restore-keys}} would allow it to fall back to one of the previous caches, potentially avoiding most of the downloads.
