repository updated incubator-trafficcontrol -> trafficcontrol

Hi all...     Dave got the change done to rename our repo from
`incubator-trafficcontrol` to `trafficcontrol`,   and now the source code
and docs on master should all reflect that.

Going to https://github.com/apache/incubator-trafficcontrol will
automatically redirect you to the right place,  but we all should start
using the new name.

In your personal fork on github,  go to Settings and change the name.  It
already references the correct apache repo.  In your working area,  correct
the URL for your remotes to point to the correct area -- for instance:

    git remote set-url upstream git@github.com:apache/trafficcontrol.git

If you have any issues,   reply here or on the #dev channel on Slack..
