[Vote] 0.97 release candidate

Hello again,

   I've prepared a third release candidate and it is ready for a vote.
 I've incremented the build number to 0.97, so I've moved the voting
back to this list.

   This candidate incorporates fixes for a number of issues that arose
during the voting around 0.96.  Please see that thread for details.

  Jeremias: we had a brief discussion (I think in Summer of 2008) and
decided to include .bz2 as well as the standard .zip and .gz versions
of the release because bz2 archives are usually considerably smaller
and is widely supported.

Late +1 from me. (been travelling the last few days)

The only thing I'm wondering about is whether it makes sense to provide
two different TAR variants. IMO, that just eats up additional harddrive
space without serving a purpose. Just my 0.05CHF.
