Thinking about a 0.98.10 RC on January 12.

Short dev period due to the holidays, but let's keep the release cadence
more or less on track. Please let me know if you have any concerns.

See my latest comment on the issue. I gave it a naive try and it didn't
work for me.

Andy,

Should we look at committing the tool in HBASE-12808 and perhaps opening a
separate issue around getting it into the release profile? 0.98 might be a
good place to sort that out before the compatibility policy officially
needs to be enforced in 1.0+.

Tests are looking better now. We are far enough delayed so I plan to kick
off the RC process on January 26 to get back to approximately end of month
releases. Please let me know if you have any concerns.

The 0.98 RC is on hold. There are some test instabilities that would
prevent a successful release qualification. See HBASE-12843, HBASE-12846,
and HBASE-12847. HBASE-12843 was resolved but I'm watching for
reoccurrance. The others may be related (need to dig in more on 12846).
They are all broadly master / assignment manager issues.
