I'd like to release parquet-format so that we can use
https://github.com/apache/incubator-parquet-format/pull/8
It's a prereq to having #45 merged:
https://github.com/apache/incubator-parquet-mr/pull/45

Thanks for merging PR #6, I think that covered the license and policy 
fixes that were needed to do a release. The remaining task is to update 
the maven build to produce correct release artifacts.

The easiest way, I think, is to add the org.apache:apache POM [1] as the 
parent so that it configures the release. But currently, version breaks 
the build for me so I'm tracking it down.

I'll make sure I get this done quickly so we can get the release out!
