This should be a temporary issue. If you try again, a new mirror will be used and the issue will get fixed by itself.
In future, please post to users@flex.apache.org<ma...@flex.apache.org> for a quicker response.

Thanks,
Om

I had the same problem and couldn't figure it out, I'm posting my solution
here in case it may help others.

My problem was that since the server I wanted to install the SDK to was
protected by a web filter in my companie's intranet, I was downloading the
SDK .exe elsewhere and copying it manually to the server.

I later realized this doesn't work since I believe the installer then checks
the cache on the server, but since there is no cache to compare to, it fails
with this error.

Simply requesting our sysadmin to take down the filter temporarily so that I
could download the file directly on the server fixed the issue.

Hi Sundar,

I suggest you to try Installer 3.0 Release Candidate 7 and give us feedback
how it's work.

https://dist.apache.org/repos/dist/dev/flex/installer/3.0/rc7/binaries/

I also had same issue but it occurs for me at the end of installation and it
doesn't spoil installed sdk I could use it without problems.

Try cleaning the browser caches. AIR uses the browser caches when downloading.
